You may want to remove these actions, as they are not allowed in a PDF/X file. The Remove action dictionaries Action will remove the action only; the object (the bookmark, annotation) the actions are linked to will not be removed. For example, if you remove the action from a bookmark, the bookmark is still visible, but not clickable anymore.
